SCORU/Node: support reorgs when blocks from old chain are missing from L1

Reports from users during a mondaynet outage (with high rounds):

It can happen that reorganizations cannot be computed if data is missing from the L1 regarding the old chain.

We should rely on the information stored locally by the rollup node for the old chain instead.
