Doc: cleanup precheck filters documentation

WIP Forking from #3921 (closed)

After discussion with @NicVolanschi today. Here is the plan:

• Remove obsolete entries for manager precheck.
• Updated validation entry accordingly (missing definition of covalid)
• update mempool filters and plugin entries

This may be forked from !6530 (closed) , to speed up merging.
