SCORU: carbonate Sc_rollup_timeout

This issue is dedicated to checking the correct carbonation of Sc_rollup_timeout, and fix it otherwise.

The analysis conclusion is that timeout tests should be implemented, in such a way that changes in gas spent will be detected. It's been done in !6036 (merged), so we should be able to conclude that the carbonation of the timeout operation is correct and traced and close the issue.
