Should simulation use the prevalidator's context instead?

Follow up from the discussions while reviewing !5557 (merged) w/ @Saroupille @ACoquereau @dianegalloiswong @ZaynahDargaye and others.

Should simulations use the prevalidator (mempool) context instead of using the context of the head, and if not? Why?
