CI: Make dev branch pipelines manual

This is part of %(OKR 2022Q3 - 4.3) - Faster CI. In fact, this issue is already done, I'm just creating it so that it appears in the milestone as done.

The end-goal is to make all pipelines manual for dev branches to reduce the CI workload.
