Add L2-to-L1 messages: withdrawals

To do

• limits ticket content size to ~30kb on deposit (because we need to submit the content in the withdraw operation it must be smaller to max operation size - rest of withdraw operation information) (#2588 (closed))
• check that ticket_hash exists and is owned by tx_rollup (to do with ticket hardening)
• rollup creates the correct hash and submit it (@arvidnl)
• check that the withdraw is part of the commitment at level (@sribaroud)
• check that the commitment is final and not yet cleaned out
• withdraw_hash is the is the correct hash for that withdraw
