Validate types for RMPs

Extend Rollup Management Protocol with type validation functions.

The way I see it is having the RMP having functions to:

validate a type at rollup registration validate the type passed to CONTRACT by returning an acceptance witness that will be given to make_deposit instead of ty But we'll do that later (i.e. you can close this thread)
