SCORU: L2 node must not boot at genesis level

At the moment, the L2 node maintains a PVM state for the genesis level. This is ok, given the PVM will not advance until the origination level and when the first message for it arrived. However, from a correctness and performance perspective this is questionable given we do work for things that are unnecessary or even allowed.
