Override Locale to UTF-8 if not otherwise set

In some chroot / container environments, the OS is very minimal and may not have relevant locale options set by default. This prevents kappa from being installed. On Xenial, I had to do this to make kappa's setup.py happy:

export LC_ALL="C.UTF-8"
