Arrange rows/columns defaults to different number than objects selected

Steps to reproduce:

• open Inkscape
• open the file, first-try.svg
• file has 15 different objects all the same size, wish to arrange them using Arrange feature.
• select all objects, 15 objects showing at bottom status
• invoke Arrange dialog box
• Rows value opens at '4' Columns is '4'
• I change the Rows to '5' and the Columns to '3'
• I click away, and the Rows changes to '4'
• I edit Rows back to '5'
• Columns changes to '4'

I can play around with the numbers but the settings for Rows and Columns is never correct.

If I go ahead and hit Arrange system sometimes arranges 5x3, or sometimes arranges to the numbers in the Rows/Colums dialog, or sometimes something else. If it manages to arrange in a 5x3 grid, the items are randomly swapped instead of remaining in their original order.

• If I try to Arrange using Polar Coordinates, get error message saying "Couldn't find an ellipse in selection"
