color palette scrollbar option does not work
Summary:
The color palette at the bottom of the window lacks a proper scrollbar option, because the scrollbar option does not seem to work properly.
When I set the options for Use scrollbar, I get the entire palette in 5.3 rows (see screenshot). It does have a scrollbar, but with the entire palette in view, I don't know why.
What I really want is the palette of old, with 1 row of color chips and a long scrollbar. (I don't remember the last version it was available, but it was a time when there were no other options available for the palette.)(Before 1.4, at least)
Steps to reproduce:
- open Inkscape version below
- using the button on the far right of the palette where you can choose a different palette, click Configure at the bottom of the menu.
- Set the Rows to 1, which enables me to check Use Scrollbar (otherwise it is grayed out)
What happened?
Instead of 1 row of color chips with a scrollbar, I get 5.3 rows (essentially 6 rows). It does have a scrollbar, although it is not needed with the whole palette being displayed.
What should have happened?
I was expecting what the option names imply -- 1 row of color chips with a scrollbar.

Sorry, I was unable to get a screenshot of the Configure options, to show you that I have Use scrollbar checked. (Whenever I open the screenshot program, the Configure box goes away.)
