Circular align and distribute sometimes picks wrong side of arc

Summary:

When applying circular align and distribute on arc which includes the 0° direction, Inkscape places objects along the empty part of full circle instead of region where the arc is.

Steps to reproduce:

  1. Create a slice that starts upper right and ends lower right (clockwise) (for example: start at 315° and end at 45°)
  2. Create some lines
  3. Open the "Align and Distribute" tool, and arrange the lines along the slice

What happened?

The lines will be circularly aligned outside the slice, not inside.

If the slice starts at 0° or more, the lines will be correctly circularly aligned inside the slice.

What should have happened?

The lines should be circularly aligned inside the slice.
