Ctrl+Drag to deselect conflicts with Ctrl+Drag for constrained translation

Steps to reproduce:

• open Inkscape
• Create an Object and select it
• Press Ctrl and attempt to drag it (in that order)

What happened?

Pink deselection rubberband.

What should have happened?

Constrained dragging
