Auto Scrolling does not scroll if Dialog Docker minimized

Summary:

Screen does not scroll when moving object to the right if Dialog docker is minimized AND not using Wide Screen.

Works correctly if in Wide Screen or Docker open.

Steps to reproduce:

• open Inkscape
• create any object
• select object and move it to the right
