Variable size splash pushes the only button out of the screen [1.5]

Summary:

The old splash (1.4.1) opens in the center of the screen.

The new splash (1.5) opens with just a logo in the center of the screen, then expands. On smaller screens, the save button ends up outside of the screen, making it impossible to run inkscape.

Steps to reproduce:

• open Inkscape

What happened?

The Save button is not visible. And the splash doesn't have its own title bar, and it prevents the system title bar from showing, so the user doesn't have a way to start Inkscape.

What should have happened?

One option would be to open the splash with its real size instead of resizing it after it was centered. Another option would be to recenter the window if the resize lands outside of the screen. Another one is to allow moving the splash from its title bar (it only has a close button). Another one is to have a system title bar.
