Open raster image: Image not inserted into page borders, while page size is correct

Steps to reproduce:

• open a raster file with Inkscape master
• choose embed (but I don't think that plays a role)

What happened?

• the raster image top border is below the page area's top border
• the position is only shifted if the box for the y-axis change is not checked

What should have happened?

• the image should be inserted exactly in the page area with both states of the option

Inkscape Version and Operating System:

• Inkscape Version: 1.0alpha2 (d608e914, 2019-07-14)
• Operating System: Linux Mint 19.2
