Extension shortcuts listed under Effect instead of Extension

Summary:

The option to assign shortcuts to extensions is missing

Steps to reproduce:

• open Inkscape
• click on edit -> preferences -> Interface -> Keyboard -> Extensions

What happened?

Only two options are visible:

Previous Extension (alt + Q)

Previous Extension Settings (Shift+Alt+Q)

What should have happened?

All extensions should be listed

starting with Voronoi Pattern...

Voronoi Pattern (No preferences)
