Welcome dialog moves on resize

Summary:

Resize welcome dialog doesn't work properly. It translates window towards right.

Steps to reproduce:

• open Inkscape
• Try to resize welcome dialog

What happened?

welcome dialog translates towards right.

What should have happened?

Normal resize.
