Command palette not opening in small Window size

Summary:

Not able to open Command palette

Steps to reproduce:

• open Inkscape
• set Preferences > Interface > Windows > Default Window size to Small
• close Preferences dialog
• close Inkscape
• open Inkscape
• try opening command palette ( ? )

What happened?

The command palette didn't open

What should have happened?

command palette should open
