canvas scroll bar not moving when dragged or zooming (on first open, before resizing or changing windows)

Summary:

The scroll bars on the main drawing screen don't work properly.

Steps to reproduce:

• open Inkscape
• Zoom in a couple of times
• mouse-click, grab scroll bar handle

What happened?

• the vertical grab handle moves the drawing properly, but the actual grab handle doesn't move.
• the horizontal grab handle jerks the drawing left, but after that it doesn't work.
• also the grab handles don't shrink when you zoom in, and vica versa.

What should have happened?

... page and grab handle should move together
