Cannot change units in Transform->move or Transform->Matrix dialog

Summary:

Cannot change units in Transform->Move and Transform->Matrix dialogs

Steps to reproduce:

• open Inkscape
• open Transform dialog
• select new unit from dropdown menu

What happened?

Unit is reset to "Display units" defined in "Document Properties"

What should have happened?

Units should be changeable
