Scroll bar range not adjusted properly for drawing content

Open scroll_sample.svg
(it's a blank page created from the default A4 template with a 1000 mm high rectangle added)
Note issue 1: Scroll bar range is not updated
- If a A4 template was opened previously with the page centered on canvas, i.e. scroll bar range zero, it stays zero.
- Scroll manually once step (e.g. with mouse wheel) and see how range suddenly changes
- Attempt to scroll down all the way (by grabbing the scroll bar and pulling it down)
Note issue 2: Scroll bar range is wrong
- Even when moving the scroll bar down all the way, the lower edge of the rectangle is still invisible.
- It can only be reached by scrolling "beyond" the limit (e.g. with mouse wheel)

Both issues do not occur in 0.92.x
