Ctrl+Wheel and Shift+Wheel broken

Steps to reproduce:

open Inkscape
use Ctrl+Wheel to zoom
use Shift+Wheel to scroll sideways

What happened?

Both actions rotation the canvas instead of zooming/scrolling

What should have happened?

zooming
sideways scrolling
