Common default keyboard shortcuts fail in Windows 10

Summary:

... Some commonly used keyboard shortcuts do not work.

A list of some those keyboard shortcuts are:

Delete, Pg Up, Pg Dn, Ctrl & D, Ctrl & C, Ctrl & V.

Steps to reproduce:

Open Inkscape
... Then try to delete a previously made object, or move it up or down (Pg Up, Pg Dn), or use Ctrl & D to duplicate, or Ctrl & C to C to copy it or Ctrl & V to paste it.

What happened?

... The standard shortcuts do not work. But these same shortcuts can work by using options under the Edit Menu (such as Delete, Duplicate, Copy, Paste) or under the Object Menu (such as Raise, Lower, Raise to Top, Lower to Bottom) or … by right mouse clicking on a path and accessing functions through pop-up panel (such as Delete, Duplicate, etc.).

What should have happened?

... Should have worked, just as it has in all previous Inkscape versions.

Other important information:

Issue/bug is very similar to what is reported in Linux bug # 5058.

I am using an HP laptop.

Notice issues arise when CAPS LOCK is enabled. But when CAPS LOCK is not enabled, normal core keys and keyboard shortcuts seen to work fine.

Uninstalled and re-installed zipped version (7z) version 1.1 five times and issue persists. This "bug" does not exist on any previous version of Inkscape I have used. I ruled out my keyboard as an issue because I bought and am using a brand new keyboard. There are no stuck keys involved.

When using other software programs on my computer, these issues do not exist.

My antivirus programs do not detect any virus on my system.

Applied suggested steps outlined in bug # 5058. Such as preferences.xml, default.xml, inkscape.xml, etc. But the same problem persists.

Tried saving a svg file when this happens but Inkscape version 1.1 crashes.

This same issue is reported by multiple Windows users in bug # 5058 and by users in the Inkscape forums.

I do not know if the "root" issue is due to the CAPS LOCK being enabled, or if there is some deeper issue involved, or there is some other unknown issue triggering this bug.
