Bad performance while panning of canvas with High dpi mouse and holding space bar

Steps to reproduce:

• open Inkscape
• press and hold space bar move mouse

What happened?

• if I use mouse big lag
• if I use Wacom tablet there is much less lag watch video first panning with mouse second with a tablet pen 2019-09-11_20-51-21

What should have happened?

• better performance

My observations

• The performance got better after #Inkscape!1084 but it's still choppy if I move quickly
• Performance is normal if I don't hold space bur but middle button on the mouse

• Operating System: win 10
• Operating System version: 1903
