Stroke to Path conversion wrong on dashes w/ round caps

Steps to reproduce:

• open Inkscape
• open attached file stroke-to-path-bug.svg
• zoom in so you can see large round edges on a dashed stroke and select that object
• Path>Stroke to Path

What happened?

It does not look like it did before conversion. It looks like all nodes are cusp approximating the curve.

What should have happened?

It should look the exact same as it did before the conversion (no angles). Side note: it also appears that the curve is more complex than it should be (too many nodes).

Inkscape Version and Operating System:

• Inkscape Version: Inkscape 0.92.4 & 1.0alpha2 (179c1e1442, 2019-08-26)
• Operating System: Ubuntu
