Crash when deleting layer

The attached file crashes Inkscape when the topmost layer is deleted.

Steps to reproduce:

Open Inkscape
Open the attached file (crash.svg)
Open the layers palette
Click the "2p" layer
Click the delete layer button

What happened?

Inkscape crashes with the message "Inkscape encountered an internal error and will close now."

What should have happened?

The "2p" layer and its sublayer should be deleted
Note: The svg file was created with Inkscape 0.92.3

Inkscape Version and Operating System:

Inkscape Version: 0.92.3 (2405546, 2018-03-11) (64-bit), 0.92.4 (5da689c313, 2019-01-14) (64-bit)
Operating System: Windows 7 Pro, x64, English
Operating System version: 6.1.7601 Service Pack 1 Build 7601

Tested on 2 different machines with the same operating system version.
