DevOps Adoption tiering strategy

Purpose of this issue

DevOps Adoption has seen very slow adoption. It is currently in GitLab Ultimate. We are considering downtiering some of the feature aspects to increase user adoption.

What this looks like today

Ultimate users see:

• DevOps Adoption Overview
• DevOps Adoption Trend over time
• DevOps Adoption by groups subgroups

Proposal

• DevOps Adoption Overview goes to GitLab Free (no view of any groups/subgroups)
• DevOps Adoption Trend over time - GitLab Premium (no option to click through the graph)
• DevOps Adoption by groups subgroups - GitLab Ultimate
