[UX] Add zero state to "Jobs" page

Problem

As a user, I am unsure if I should use "jobs" or "pipelines". I don't understand the difference between the two features. When I navigate to the jobs page, I'm not sure how to get started using the feature.

Hypothesis

By adding a zero state page to Jobs describing what the jobs feature is and how it relates to pipelines we will decrease confusing on how to get started with pipelines. The page should direct users to create a pipeline as that is the only way to get started with "Jobs"
