Proposal: Extract `vulnerability-full-details` component from vulnerability modal

The vulnerability information modal (see below) has a reasonably large for/v-else-if construct to display details of a vulnerability. In !9616 (merged) it was suggested to extract that into its own component to improve readability and possible code reuse.

This issue is the place to discuss the idea.
