Disable file locking for projects and groups
If a user locks a file without realizing only they or a master can unlock the file, this can disrupt the rest of the team significantly. In addition to disabling File Locking at the instance level https://gitlab.com/gitlab-org/gitlab-ee/issues/4391 we should also allow GitLab.com customers and individual teams to disable file locking.
Proposal
- Add setting to disable file locking to Group settings
- Add setting to disable file locking to Project settings
