Transform non-stable links to source code lines into permalinks

When pasting URLs to source code lines, people forget to use permalink button, and the link becomes broken over time.

When pasting link into editor, the editor should transform it into permalink.

If the link is to a tag, it should not be transformed.

If the link is to a branch, it would be nice to preserve the branch information as part of the URL somehow.
