Import/Export Improve new relation detection spec

The Import/Export has a spec that was designed to identify new relations associated with already exported relations. The specs work by failing the CI Pipeline in case changes are detected, resulting in developers having to take action to fix the CI Pipeline.
The spec that detects new associations with exported models appears to function correctly in detecting changes; however, the guidance provided for developers regarding required actions is lacking.
Consequently, the new model or association frequently gets included in the list of ignored items and no other action is taken.
Ideas
Perhaps we could enhance the documentation regarding the spec. Additionally, we could ask developers to ping groupimport and integrate when a new relation is added, so we can evaluate whether the new relation should be migrated or not.
