Make audit event streaming destinations active/inactive

Problem

Currently there is no way to deactivate a stream other then deleting it. This makes it hard for users to be able to turn off a stream that is not working or while they are configuring it, without deleting and losing the current configuration

Proposal

Add the ability to make a stream active and inactive.

When the stream is inactive it will stop streaming audit events.
