Move the Related to #issue statement in merge request description to the top

What?

When a newly created branch name has a GitLab issue number prepended to it, the GitLab merge request(MR) automatically adds a Related to #issue_number statement to the MR description.

Proposal

Move the Related to #issue_number statement in the default MR template to the top of the MR description.

Why?

• Convenience
• It makes it easier to find the issue directly related to the MR.
