Discord Notifications - feature proposal: Support releases as Discord trigger

GitLab’s Discord integration should support notifying a channel when a GitLab release has been created. This is valuable for open source maintainers that use Discord for notifying their communities of new features and releases.

Problem to solve

As an open source maintainer, I want GitLab to notify a Discord channel when a new release is created, so that I can automatically keep my community up-to-date on new releases of my project.

The user should be able to use the Discord integration UI in GitLab to trigger a Discord webhook call when a release is created.

Proposal

In addition to the current set of triggers, add one for "A release is created"
