Inform user of minimum number of approvers based on instance setting

Problem

If an instance sets a certain number of approvers, a user may be unaware of this and not understand why they cannot make the number of approvers less than the instance setting.

The amount of required approvals, if changed, must be greater than the default set at the project level. This ensures that you're not forced to adjust settings when someone is unavailable for approval, yet the process is still enforced.

Determine if it is necessary or useful to inform the user of this information within the UI.

Original Proposal

1. Set the approvers to 3 and allow override.
2. Open an MR and edit it to set approvers to 2.

DR: Changes approvers to 2. AR: Approvers stays at 3.
