Move merge requests that are "ready to merge" or checks failed to the "Returned to you" list

Proposal

When a merge request is ready to merge, it should be brought to the assignee's attention that they need to take action on the merge request.

During implementing #518710 (closed) with !183524 (merged), it was discussed that it was not possible to do this at the moment !183524 (comment 2382823589) and any client side processing could display inaccurate information especially in the case of many merge requests which would require pagination.
