Option to enable All threads must be resolved at instance level

Problem to solve

Currently, you can prevent merge requests from being merged if all threads are not resolved. This is a setting that is available at the project level . Maintainers are able to toggle this off at the project level or group level.

Regulated customers want the ability to ensure all threads are not resolved before merging. The request is to add a "All threads must be resolved" checkbox at the instance level setting (only accessible by Admins), that cannot be overridden by the project level setting.

Proposal

Similar to the Option to enable pipelines must succeed at instance level, this proposal is asking for a "All threads must be resolved" checkbox in the Admin area that takes precedence over any project level "All threads must be resolved" checkboxes.
