Release `limit_unique_project_downloads_per_namespace_user`

Why are we doing this work?

The limit_unique_project_downloads_per_namespace_user feature flag is currently enabled in dev, staging and production. The code was merged on July 2022. The feature flag was enabled in November 2022.
