Investigate Releasing New Approval Rules in Stages

Why

Releasing everything in one go at the end would not be ideal. Instead, we'd like to identify releasable layers of functionality that can go out over time.

What

We have logically separated out the effort into sub epics which are defined features. Can we release these as we complete them or are approval rules too integrated to separate?

• Investigate the possibility of releasing work on re-architecting approval rules in phases.
  • Is is possible to release by functionality, for example, releasing MR level approval rules updates on their own?
  • If not, what other options do we have?
