Implement Rebase and Merge with One Click checkbox on project settings

Rebase and Merge with One Click should be optional in case some projects want to ensure commit signatures are preserved.

We think it would be best to implement this as a checkbox on the project merge requests settings page. This setting would only apply to the Merge commit with semi-linear history and Fast-forward merge merge methods.
