Add telemetry to the assign_reviewer quick action

To enhance our suggestions of what reviewer to select, it would be helpful to understand what reviewers are manually selected by the user when using the assign_reviewer quick action, and whether the user they selected was in the auto-populated dropdown.

Like the reviewer sidebar, the bare minimum we need to collect is what position the selected reviewer appeared at in the list and how many suggestions were in the list.

An additional thought (probably not part of this issue)... we may want to figure out how to capture quick action assignments. I've thought about the need to make the list when you do /assign_reviewer show the same as the dropdown... but anyway...

It'd be good to know if people use quick actions where the person they've picked is in the lists. It might help confirm (just like if people search) how valuable our suggestions were.
