Modify EE::BranchRules::DestroyService to raise when all_branches_rule is passed

We are modifying the UX for All branches branch rules so that they cannot be deleted directly. Instead we will only allow individual settings to be deleted.

The delete mutation passes the branch rule to the BranchRules::DestroyService.

In EE we need to modify the logic to raise an error instead of deleting the associations
