Summary

If you click as soon as the the emoji button loads on a commit page, the click happens but the emoji menu doesn't appear. This disrupts tests and is also not a desirable result for a user.

What

• Improve UI in this area so that the emoji button does not appear clickable when it is in a state where the click will not result in showing the emoji menu.
