Investigate DiffBlobs collapsed files functionality

When testing performance of DiffBlobs vs CommitDiff it was found that DiffBlobs does not return a 'collapsed' value and the content of very large files is always returned. This results to slower response times.
Investigate the implications for this in the context of rapid diffs.
