Problem to solve

Currently, anyone with push permissions can skip a pipeline when the 'Pipelines must succeed' and 'skipped pipelines are considered successful' option are selected by using the [ci skip] comment.

Proposal

Be able to configure a specific permission(maintainer/developer) to be able to commit with comment [ci skip]
