Edit framework performance & code improvements

With requirements added to the create/edit frmaework - edit framework became slower. May be we can add more then one loading indicator (for each section). Load requirements, policies and projects data only when user clicks section - another possibility

Also some methods from ee/app/assets/javascripts/compliance_dashboard/components/frameworks_report/edit_framework/edit_framework.vue can be extracted into a separate service to improve readability - cache updates, mutattions etc
