Enable Full Comment Thread Visibility in Email Notifications for Code Reviews

Currently, email notifications for code review comments in GitLab only include the latest comment in a thread. This makes it challenging to follow the context of the conversation without seeing the previous comments in the thread. Adding the option to view the full comment thread in the notification email would improve the user experience by providing context directly within the email.
Proposal: Add an option in GitLab's notification settings to allow users to include the full comment thread in email notifications for code review comments. This would help developers quickly understand the context of replies and responses without needing to open GitLab to review the conversation history.
Detailed Description: When a code review comment is added in a merge request, only the new comment is included in the email notification, lacking previous comment history. For ongoing discussions, this leads to confusion as users can’t see what the new comment is responding to without opening the GitLab interface.
