Branch Rule overview removes loading state before all queries have finished

Summary

The branch rules overview table shows a loading state when you first load the page. We have been experiencing issues loading the overview which has caused it to be slower than normal which shows the issue. At one point we fire multiple graphql queries to load the data. It's possible to display an empty table that looks like it's loaded which then refreshes once another query completes. I'm not exactly sure which queries are causing this behavior but I have a screenshot showing the incorrect state

Steps to reproduce

Create an all branches rule then try and load the overview page again. Might need to throttle your connection but haven't tested myself.
